The State of the Nation Address ( SONA ) is a constitutional obligation and yearly tradition, wherein the chief executive reports on the status of the country, unveils the government’s agenda for the coming year, and proposes to Congress certain legislative measures.  The President of the Philippines appears before Congress upon its invitation, for which purpose a joint session is held in the Session Hall of the House of Representatives.  Rodrigo Roa Duterte, the 16th President of the Philippines who has spent only 25 days as president, delivered his first State of the Nation Address before a joint session of Congress last Monday, July 25.
